2019 coming with modern view, and more align with O365 view/style. Home page, List & Library, and team site contains major differences on branding like O365.

Like SharePoint 2010, we can switch view on home page, library etc. Good for migration and step up approach to adjust with new UI framework in SharePoint 2019.

New Communication sites comes into picture, but there are differences between Publishing and Communication site. Communication site not using any master page concept, rather it is using modern design to adapt webpart in the page. More centric on rich set CSS and JS.

Regardless to say new SharePoint 2019 UI is mobile friendly. Microsoft Flow will play a great role here on Libraries & List. user can easily build PowerApps using the help of Flow.
